Our Executive Team

Michael P. McNeal

President

Mr. Michael McNeal is the President of ACI Federal and is overall responsible for all day-to-day operations and management to achieve profitability and business objectives.

Prior to joining ACI Federal, Michael was appointed Executive Director, Veterans Benefits Administration (VBA), Office of Strategic Planning and served in that capacity from 2016 -2018. Michael was responsible for coordinating the overall planning efforts of VBA.  He ensured the operational planning supporting future resource decisions and the inputs to the Department of Veterans Affairs (VA) strategic planning efforts were well integrated among the VBA Lines of Business and Support Staff Offices.

Michael retired from the United States Marine Corps in 2005 after over 25 years of Active-Service. Michael served at many levels in the Marine Corps which culminated in serving as an Occupational Field Sponsor, Headquarters Marine Corps, Quantico, VA.

Michael holds an MBA, complemented by extensive Doctoral work in Conflict Analysis and Resolution. Michael also completed the Senior Executive Strategic Leadership Course, UNC Kenan-Flagler Business School, University of North Carolina at Chapel Hill, November 2017 and the Executive Level Operations Management Course, Center of Excellence in Public Leadership, The George Washington University, February 2017.

Peter Judd

Vice President of Operations

Mr. Peter Judd is the Vice President of Operations at ACI Federal and is responsible for all day-to-day operations and management to achieve profitability and business objectives. Mr. Judd is also responsible for upholding the profitability and values of the organization by leading business operations and business development.

Peter offers an extensive background in executive staff integration, operational leadership, program management, program analysis, administrative operations, and crisis management. He has expert management experience in strategic planning, operations, budget development, information technology, training, human capital management and management of large contracts across the military, federal government, and private sectors.

Before joining ACI Federal, Mr. Judd served as the Director of Business Development and Vice President of Business Development for several defense contracts where he spearheaded the total life cycle of capture and business development functions to attain assigned revenue quota and ensure company growth across all markets. Peter interfaced with key clients in assigned market segment verticals for both government and industry sectors. He utilized consultative business development approaches to identify and address clients’ key business requirements. In 2006, Peter was responsible for directing all joint operations, research, and development for the Joint IED Defeat Organization – Deputy Chief of Staff.

Peter holds an BS in Business Administration from Grantham University.

James D. Verberg (Jim)

Vice President of Finance and Accounting

Mr. Jim Verberg is a finance and accounting professional with over forty years of experience in the field.  He has excelled in Controller, Director, or CFO-level roles for both small ($18M) and large companies ($100M+). Throughout Jim’s career, he has been involved in 9 M&A’s and brings wide-ranging expertise.

Jim was tasked on two separate occasions with leading then-dysfunctional accounting departments to achieve fully GAAP compliant status.  This success allowed both companies to dramatically improve their capital/financing situation, garner improved D&B ratings, and achieve clean audits.

Jim is an expert in budgeting/forecasting, financial analysis, cost accounting, treasury management and acquisitions/divestitures.  He has also served as an implementation PM for  Solomon III and IV PC based software along with Oracle 11i and Microsoft Dynamics AX 2012 ERP systems.   He holds a Bachelor’s in Business Administration from Lycoming College
